Antigua and Barbuda passed a dedicated stem cell law in 2019, and a stem cell facility was announced around 2020; in 2025 the government said it would support umbilical-cord-blood stem cell manufacturing to grow wellness tourism. The island drew international attention in June 2025 when the US Health Secretary said he had received an unproven stem cell treatment at a clinic there.

Is stem cell therapy legal in Antigua?

Antigua and Barbuda has a specific law, the Stem Cell Research and Therapy Act 2019 (No. 11 of 2019), amended in 2020, which creates a National Stem Cell Oversight Committee (enlarged to seven members in 2020 and given power to issue guidelines) to license and inspect stem cell laboratories and facilities, keep a public register of licensed facilities, and enforce bans on practices such as human reproductive cloning.

Licences are granted on ‘fit and proper person’ and public-interest grounds; as far as we could find, the Act does not require proof that a treatment is safe or effective, so a licence is not evidence that a therapy works. The Act’s commencement depends on a ministerial notice, and we could not confirm the date, what guidelines the Committee has issued, or which facilities are currently licensed.

In June 2025 Cabinet said it would support stem cell manufacturing using umbilical cord blood stem cells as part of wellness tourism. Treat this framework with caution and confirm current status directly with the Ministry of Health.

What this means for you: a clinic being open, licensed or legal is not the same as a treatment being proven to work. Ask exactly which rule the clinic is operating under and get the answer in writing.

How much does stem cell therapy cost in Antigua?

Private stem cell and regenerative treatments in Antigua are not reliably documented in published sources. Antigua-specific price data are very sparse: one price-listing site shows about $15,000-35,000 for a provider’s programmes, and reporting on Caribbean stem cell tourism describes donor-cell injections costing tens of thousands of dollars. Quotes rarely include flights, accommodation or follow-up, so treat these figures as indicative only.

Treatments commonly marketed in Antigua

Clinics in and around Antigua commonly advertise stem cell treatments for:

  • Knee and joint osteoarthritis
  • Sports injuries
  • Back pain
  • Autoimmune conditions
  • ‘longevity’ or anti-ageing infusions
  • Voice and neurological conditions

Advertising a treatment is not evidence that it works. For most conditions on this list, stem cell treatments are still being tested in clinical trials. Read what stem cell therapy can and can’t do and the risks patients should know.

Where to find approved stem cell care and clinical trials

For established uses such as blood-cancer or bone-marrow transplantation, follow your haematologist’s referral to an accredited transplant centre; we could not confirm a haematopoietic transplant programme in Antigua and Barbuda. For any regenerative offer in Antigua, ask to see the facility’s licence from the National Stem Cell Oversight Committee.

Search ClinicalTrials.gov (source) with ‘Antigua and Barbuda’ as location and the WHO ICTRP portal (source). A listing on a registry is not an approval, and a genuine trial normally does not charge you for the experimental treatment.

How to check a doctor or clinic in Antigua

Start with the official licence register: Antigua and Barbuda Medical Council – Find Licensed Doctors. Search or browse the list by surname to see the doctor’s registration number, expiry date and any conditions; because the online list may not be fully up to date, also contact the Medical Council directly to confirm current registration.

Then ask every clinic these questions — a trustworthy provider will answer all of them in writing:

  1. Who exactly will treat me, and where can I verify their licence and specialty?
  2. Which cells will I receive — my own (autologous) or donor (allogeneic) — and from what tissue?
  3. Which laboratory processes the cells, what is its certification, and what is the documented cell count?
  4. What is the legal status of this treatment for my condition here — approved, a registered trial, or unproven?
  5. What is the full written price, what does it include, and what is the refund policy?
  6. What happens if I have a complication after I go home?

Warning signs specific to Antigua

Government support for ‘wellness tourism’ and a facility licence under the 2019 Act are not the same as evidence that a treatment is safe or effective. Ask which licence the facility holds, what product is used and where it is made, and how complications would be handled once you are home.

General red flags anywhere: one injection claimed to treat many unrelated diseases, words like “cure” or “guaranteed”, pressure to pay a deposit quickly, and “trials” that charge you for the experimental treatment.

Travel and practical planning

V. C. Bird International Airport (ANU) near St John’s has direct flights from several US East Coast cities, Canada and the UK. Treatments are often combined with a resort stay, which adds cost, and you should allow recovery time before flying. US insurers and Medicare generally do not cover unproven treatment abroad, and travel insurance often excludes planned treatment, so check cover for complications and medical evacuation.

Stem cell therapy in Antigua: frequently asked questions

Is stem cell therapy legal in Antigua?

Antigua and Barbuda has a Stem Cell Research and Therapy Act (2019, amended 2020) under which a national Oversight Committee licenses and inspects stem cell facilities. The law focuses on facility licensing and banned practices; it does not appear to require proof that treatments work. We could not confirm the Act’s commencement date or current licence holders, so check with the Ministry of Health.

How much does stem cell therapy cost in Antigua?

Published prices are very sparse. One listing shows roughly $15,000-35,000 per programme, and Caribbean donor-cell programmes are reported in the tens of thousands of dollars. Flights, hotel and follow-up are usually extra.

Is stem cell treatment in Antigua FDA-approved?

No. Treatments given in Antigua are outside US FDA oversight, and a local licence is not an FDA approval. FDA-approved stem cell products are limited to blood-forming stem cells for certain blood disorders and one mesenchymal stromal cell therapy for a specific transplant complication.

How do I check a doctor in Antigua?

Use the Antigua and Barbuda Medical Council’s licensed-doctors list and contact the Council to confirm current registration. Also ask the facility for its licence from the National Stem Cell Oversight Committee.
